Franklin County Public Water Supply District No. 1 Question

Simple majority required.Ballot wording: Shall Public Water Supply District No. 1 of Franklin County, Missouri, issue its combined waterworks and sewerage system revenue bonds in the amount of $8,000,000 for the purpose of extending and improving the combined waterworks and sewerage system of the District, including acquiring land and rights of way, the cost of operation and maintenance of said combined waterworks and sewerage system and the principal of the interest on said revenue bonds to be payable solely from the revenues derived by the District from the operation of its combined waterworks and sewerage system, including all future improvements and extensions thereto?Summary: The measure would allow the district to borrow $8 million to extend and upgrade the water and sewage systems as mandated by the Missouri Department of Natural Resources and the federal Environmental Protection Agency. If passed, customers would pay an additional 1.5% for water service. A bond debt is typically paid off over 10 to 20 years. Officials say because the district receives no tax revenue and isn't eligible for grants, these mandatory improvements must be funded with service fees. If not funded with a bond issue, a bigger increase in service fees - of 5.5% to 6% - would fund the mandatory improvements over a shorter time period.
