Simple majority required.Ballot wording: Shall the Board of Education of the School District of Riverview Gardens, St. Louis County, Missouri be authorized to increase the operating levy of the school district by $0.200 per $100 of assessed valuation for the purpose of paying general operating expenses? If this proposition is approved, the total levy of the school district is expected to remain unchanged due to an expected decrease in the debt service levy of the school district that will offset the $0.200 increase to the operating levy of the school district, resulting in the adjusted operating levy of the school district per $100 of assessed valuation to be estimated at $4.1437 for residential real property, $4.8088 for commercial real property, $4.3592 for agricultural real property and $5.9677 for personal property.Summary: The measure would allow the district to transfer money from the debt service fund to the operating fund to pay for increasing operating costs. If passed, taxes would not increase. About $730,000 would be added to the operating fund annually and the debt service fund would have sufficient revenue to pay off bonds previously approved by voters. Supporters say the increased revenue would be used for classroom materials and supplies, transportation, utilities and student programs. Supporters also say the transfer would enable the district to maintain a balanced budget if state funds decline and local property tax revenue is limited by a senior property tax freeze enacted previously.
